You likely need to replace the flasher. They fail.
To see what one looks like, enter "e-bay" into your search engine and write "99 Saturn SC2 turn signal flasher" in the box, and you will see them. I just did.
I do not remember whether these plug in under the dashboard, but I think they do.
If not , they would be in the black plastic box of fuses and relays under the hood (in the front of your car).

Ms Helen, Sorry, but you are going to have to take proof of car ownership and a picture ID (Drivers license) and go to a GM dealer to get the code. Some radio/TV repair shops might can get it for you but I don't know where your at. For sure a GM dealer can get it. Thank you
make sure the unit is hooked to the antenna correctly. This unit will not play the radio and will disable the static noise on the radio. So ensure the antenna is properly hooked in. For more info on how to use the deck click here for the manual. got this directly off sony's website for model cdx m-600. So let me know if that it is properly hooked up and we can figure out where to go from there.
I've just bought a used changer, that shows the same error. The instuction says " unplug the changer from its outlet, replug it in an turn the changer ON again"
That doesn't help in my case.
