It could be one or more of a few causes. Easiest to check is the belt and/or brush roll. There are two switches for the brush roll. Both must be working properly. One is by the main power switch and the other is in the motor compartment. If the problem still persists check the brush bar motor in the power nozzle assembly
Check that the brushes are not jammed up with hair and fluff.
Remove the brush from the housing and clean throughly including the bushes/inserts and belt

Make sure that the carpet selector is on carpet setting not bare floor. It only spins on carpet setting. If carpet setting is engaged and still doesn't work you need a new clutch assembly.
Remove the brush block, turn the unit on its side and watch the square hole to see if it rotates. If not, then the turbine(#23) isn't working, if it is, then is the shaft on top of the brush block broke off, if it is, replace the brush block.
