Static problem My microphone works just that it has alot of static and eco. Also when I chat on video, the other person cant hear me clearly with alot of static and eco.

Try using a headset or lower the volume.
Normal 0 Two things can cause static.
First, If you have your speakers turned up to high it will give you feedback causing distortion and static. I recommend using a headset when videoing.
Second reason is, if you are using a laptop and have added an external microphone between the two it will cause distortion and static.
Not knowing the configuration of your computer makes it harder to analyze the problem.

I got sound system problem in chatting

go to control panel and click on sound icon. there you will see speaker and microphone properties check on microphone voice level. if it is very low or mute other party cant listen to ur voice so increase it a bit little. this can solve ur problem

I CAN SEE OTHER PERSON AND THEY CAN SEE ME BUT CANT HEAR ME BUT I CAN HEAR THEM .WHAT HAVE I DONE WRONG

The problem is either the microphone is not connected/faulty or the wrong microphone is selected in the Skype Audio setting.
To check if the microphone is working - go to Start - All Programs - Accessories - Entertainment - Sound Recorder and do a test recording.
If the sound is doesn't work then open Device Manager - Sound, video and game controllers and check the microphone is enabled and working. If it isn't listed or has a yellow ? against the microphone then you need to install the microphone device driver.
If the microphone is working then open Skype then click on Tools tab -then Options - Audio Settings - then in microphone setting and click on the microphone list to select your model microphone. Then Save your settings.
To test your microphone settings then go to Contact list and select Echo / Sound Test.Service and follow the instructions. If this works then your friends will be able to hear you,

Microphone setup

are you sure that you microphone is working properly?

if yes then there must maybe some problems with your microphone port in your pc..

but try this though :

in the volume control menu ensure that the microphone is not set to mute

what else u can try is u can try the mic with the other port and still if it doesnt work,the other person is still not able to hear then try and do the voice chat with some one else and if the other person on the different chat will be able to hear u then definately the prob is with the other person's computer it is not with ur computer.
