Normally, the wireless routers (d-link) do not supports the traffic type Ares and similar applications need. I think that is the problem... its not normal that ISP put filters on your traffic.

Sure...they are filtering your traffic...i'm afraid you have to either live with it or change providers. there are a few ways to get around this but none of them are easy or painless and honestly not really ptractical. Good luck
