Are you using a Sony Battery or an aftermarket cheaper version?
If your battery has been changed to a different brand then thats your problem and a whole problem in itself.Not saying there is anything wrong with that, but the Sony ISBmngr.exe file will stop the charging of any battery exept Sony's and put the system into hibernation mode. ( website with Info below)....
If you have the original manufacturers battery then go on.

This is the typical charging-plug, jack, for laptops. Many times the plug itself is bumped over time and pushes on the pin in the center. The charging time becomes very short, if at all, because the connection is broken.Some are completely or because of the position of the wire holding it just right long enough to give a short charge.
With a Voltmeter ,check the output of the charger itself to be sure it is working properly.
Although VIAO has been out for a while & because the model was not listed here the age of the battery may also be in question. If the battery has shorted out and the charging unit & jack are fine then a bad battery that has shorted will cause you symptoms also. Try removing the battery and running on the charger alone.

iv had the charger checked.its ok,19.5v.there was a slither of
fluid on the battery connnection
