Check your settings for the RX frequency. Then check to see if the RX Tone is turn on and is set to the correct frequency. Just turning the rx tone off should allow you to hear any station coming in.

Radio off, use moni & menu toghether, start radio keeping the 2 pushed for some time until SELF apears on display. Then insert magic code 5858. There are now 2 values on screen like 136 174 first is lower limit, second is higher limit, after moding ude Enter and restart radio. Remember that at extreme ends pll may not lock on tx or rx or both, this is phisycal limitation of the radio board.
