Take it off and you will see a pawn(s) that stick out and engages the flywheel when the rope is pulled. You will also see why that is not happening. Stuck ,broken or stripped pawn maybe.

Sometimes when I try to pull start my Stihl FS 36 weedeater it just free wheels and other times it will start. What could be causing this?

The mechanism is beginning to wear out. When you pull on the rope, the turning action pushes pins out from the center of the rope pulley that engage to turn the engine. These pins wear out and will eventually fail, not engaging at all. These pins may or may not be available for purchase at the small engine parts store near you, but the entire pulley assembly with new pins usually is.

You probably need to replace the starter recoil. This is not a very expensive fix. Just be aware that this problem is usually caused by having to pull the starter rope excessively because of some other starting problem. Once you replace the recoil, keep your engine running properly.

Why is the rope starter not engaging the motor how do i fix it or do i need to return it

Try pulling the rope slowly until the starter engages the flywheel (you should feel when it engages) then give a good pull to start the engine. Don't give the rope a quick hard pull in one motion. You will probably need to do this three or four times before the engine starts. Of course push the primer button the number of times called for in your engine instructions before trying to start the engine. If you still don't think the starter is engaging the flywheel if would take it back where you bought it if it's new.

Sounds like the starter dogs are broken. They are little plastic teeth that engage to turn the engine when you pull the cord. You'll need to replace the whole starter assembly to fix this.

pull spark plugs and see if it will pull over if not fuel may have filled the crank case drain & refill to proper level (starter is stuck in lube shaft & movethe gear up & down by hand to free up)
