If by hook up, you mean wired. NO! You can connect it wirelessly, it's a WiFi ready device. All you need to do is to go to Settings> WiFi>
.. Turn ON WiFi and select from available networks around you.
Normally, WiFi signals are protected by a password. You need to know the correct password first before you can connect to that WiFi network.

You have to be in a "Wifi" area, in other words some place that offers wireless Wifi.
Once there then turn on your Ipod, go to settings, and click on the Wifi name that you are trying to hook to that is offered where you are at.

go to settings - select "wifi" - then select the wifi network you want to connect to and enter the password if you're prompted for one. if it never shows any networks in the list, then there may be something wrong with your ipod. There is a company in new york that can diagnose the ipod touch : Apple Repair NYC
go to settings and tap on "wifi" there you can change the settings for the wifi.
P.S. The ipod touch does connect automatically you need to turn it on in the wifi settings
I would make sure your firmware is 100% up to date via itunes. And if its not update it to the latest version, it might be a 10 dollar fee or so to update it, but its well worth it and that will hopefully fix your problem.
you are probably not hooked up to any wifi survace. try clicking on the settings and then general. than click the wifi settings and chose your wifi program.
