I have a HP Scanjet 3970 that I have swapped between two computers for the last year without any problem. This morning, I went to scan an image on one computer and received the message, "Unable to allocate memory or system resource to complete operation." I could not figure out how to solve the problem, so a connected the cable to my other computer to scan the image. I received the same message on the other computer also. What is wrong?

What is the temperature at the plug/transformer? If it is cool to the touch after being in the live outlet for a while, that is the source of your problem and it needs to be replaced. You will need to match the plug size and shape as well the voltage for an AC/DC transformer. The voltage is usually on the transformer but can be hard to read (highlight it by rubbing chalk over the lettering if the letters are molded into the case).

Sounds simple enough. You will have to do a couple of things in order here. Unplug the cable from the back of the computer, and the scanner itself. Then unplug the power cord from the wall for the scanner. Wait about 20-30 seconds, then plug the scanner back into the wall. Now plug the cable in to the scanner, then the computer. Turn on the scanner and it should work. If by chance this does not work, then you may have to reinstall the drivers. If you don't have the disc, check out the manufacturer websight support section. Decided I would be spending more time and effort than this scanner was worth. I went and purchased an Epsom. My plan is to rid my house of everything HP. They are not the company they were for so many years, must be the cost accountants are running the show.
you need to download the drivers on another computer and transfer by CD to the cmoputer you are tying to use. It seems that the computer that you are trying to download on is a goverment computer and its policy is not allowing that.
