Sounds like you need to install drivers.
Tell me the manufacturer and model number of the foot pedal. I'll track down a driver for it.
Oh...and I'll need the model number of the USB to RS-232 adapter!
You say it works on a neighbor's computer, does he use an adapter like you, or does he have a serial port (db9) on his laptop?
One thing you can do is find another serial device and try using it thru your Belkin Adapter...see if connunication can be established.
and I have one more thing for you...
the following is the first page of the F5U109 Windows XP Installation
If the adapter was partially installed or was plugged in before this
installation, Please follow the uninstall instructions first or the installation
will not work.
This link will take you to uninstall and reinstall instructions...

This is most likely the problem.
Let me know if it helps or not...if not we may have a "breakout" issue.
Cool...I'm glad you got it solved.

Wireless Zero configuration is a utility that connects your computer to a wireless network.
If
Wireless Zero configuration is not enabled, the following message will
appear: "Windows cannot configure this wireless connection."
Note: If you have the Belkin utility installed, you'll need to change the Program Choice in the Options tab so the Windows XP Utility is selected.
Setup steps:
Find Wireless Zero Configuration within the Services list.
Right-click Windows Zero Configuration and select Properties.
Select Automatic from the drop-down menu next to Startup type.
Click Apply and restart your computer.

The USB is Belkin F5U109 and I installed the driver from the disc provided. The foor pedal has no identification on it...sorry, but I purchased it used and did not get any info about it.
Okay, I have followed these directions...still no operation. :(
I have contacted the seller in hopes they can give me some insight.
Thank you for your assistance..If I EVER resolve this, I will post the fix.
Thanks again.
Problem solved by replacing the adapter. :)
