I have moen posi-temp shower faucet on a cabin shower, the hot water is not yet connected to heater so no hot water pressure in system. does this valve need water from both sides to function. no cold water is being released when opened?
Did this unit come with water stops built into the faucet body? Some of the newer faucets have stops built in and they need to be turned on. Also if you aren't going to plumb the hot in, you will need to cap it off but it should run without it unless it has some sort of balance in it. I don't think so though.

Clogged galvanized pipes. Replace with Pex or Copper lines. Or bad Moen cartridge- see department store for replacement or call Moen direct. You can get the # from gethuman.com
If you don't have easy access to hot and cold line, where you can disconnect and check for flow to faucet, You can try turning off incoming water supply, remove cartridge, and shut off hot outgoing at water heater, then slowly open incoming (cold) water supply only and see if cold flows from faucet with cartridge removed. At least that will confirm flow faucet, then go from there.
do you have hot water elsewhere? if not, might be that your water heater is not heating.
if you do have hot water elsewhere, did you let the faucet run for a minute or 2.
did you have hot water before? is this a new house? new valve?
need a little more detail.
on posi temp valves, if there were no water coming out of the hot side of the valve, the valve will not operate.
You bet....Pressure at the building varys with large use...8-10am or 4-6 pm....What floor you on...Higher the more pressure you need...maybe a pump...or plugged press.balance system....Not a novice handyman job...
