Press and hold the "Mode" button for a few seconds until the display flashes. The briefly press the Mode button to cycle through each setting. When you get to the "Zone" setting, press the up button to advance the time zone. Press the mode button repeatedly to finish cycling through the settings.

I checked the troubleshooting guide in the manual but it only lists the obvious such as is the unit properly plugged in, is the power button in the "on" position and etc. Are you sure there is power to the outlet? Try the outlet by plugging in a lamp or small appliance to check there is power to it. Let us know how it goes and maybe we can figure out something.
