I have an Evenflo Journey Elite Stroller that is missing a front wheel. It popped off while placing the stroller in the car and was lost. Unfortunately, Evenflo has limited replacement parts and the front wheel is not available. So, I'm selling parts off my stroller to those in a similar situation...I have no need for a stroller with just 3 wheels and it's in perfect condition otherwise. There is a little push button on the metal bar that runs the length of the stroller.  good luck, my bearings have gone bad on my phil and teds and they told me that I had to replace the entire wheel at 40 dollars a pop.

Contact the manufacturer immediately. www.regallager.com 800-593-5522 These are wonderful strollers, but they have experienced several recalls over the years. If your stroller is within warranty, they will repair or replace it for no charge, If it is out of warranty and not under a recall problem, they may send you a new wheel at a small charge.
Let them know your concern over the safety of your children and how they could've been hurt. That usually will get you help a little faster.
