The accelerometers are stuck. Hold the controller so you can smack it on the palm of your free hand. Smack on the palm of your hand with the same force and quickness as you would a fly swatter. This will free the accelorometer. The accelorometer gets locked up when you swing to hard. Also try changing your batteries.
You just need practice using it. It can be tricky. Sometimes if you swing too fast or slow, or hold the remote at the wrong angle, it won't percieve your motions properly.

Everytime you win a tennis match, your skill level will go up. The higher the skill/the strength of your wins will determine what skill level you face next. Bowling skill ranks are determined on how well you do in each game. Once you reach PRO, you get a sparkling ball. Keep trying at both Tennis and Bowling and you should see your skill rating start to rise. Good Luck!
When you are on the screen where you select number of games, use the second WiiMote to click on the two characters on one of the sides of the screen. that will assign them to the player 2 controller. Hope this helps =)

@ Slivic22 Some games does not use Sensor Bar pointing because they play with motion/accelerometer only. After you select the number of sets on Wii Sports Tennis, there is no Sensor Bar pointing except for Pause menu. That's because you Swing the remote like a racket.
