If it is latest tv check you have changed blueback option in menu(available in some model), then check the given source cable is proper. Suppose if it is old model there is dry contact in solder points. Otherwise make one general service by authorised service provider.

should replace capacitor ( c 1010 marked on board if it is a M134C chasie also (c 1013) both capastors are 10 mfd at 16 volts. Also check (Q603) rca part number 266897 could be bad.
Sounds like a failed vertical amplifier circuit. This is normally primarily contained in an integrated circuit mounted on a heatsink.
There are other possibilities along the line but the one above is the most likely.
Now all you need is a TV repair shop that is still in buisness.
Check soldered in fuse R607 in power supply circuit =
If open, replace it and bad converter xistors ( 2SC4834)
Next, replace shorted horizontal output transistor w/ first Quality.
Solder any / all bad connects,esp.horiz drive to base of horiz.
o / p xistor. Soldering is critical or it will blow up again......
