I see your having the washing machine won't spin problem. The first thing I would sugest is to disconect the AC power from the machine. The next step is to remove the front panel from the machine. Look at the top lid for a plastic tip that fits into a keyhole in frame. Underneath there there's a safty switch. This switch is designed to stop the machine from spinning if the lid is open. Sometimes the switch gets corroded over the years. It may have to be replaced or adjusted to align with the plastic tip whin the lid is closed. The black thing hanging down from the motor you described could just be some electrical tape the manufacture uses the bundle the wires from the motor. Some manufactures use a spring to keep the wires from the motor from interfering with any moving parts.

This assumes that you have a basic Kenmore / Whirlpool top load, direct drive, neutral drain (it doesn't spin until the pump removes most of the water) machine.

There are many issues that can lead to a no drain situation. check the following areas for faults.
Check to see if there's something stuck inside the pump or the drain
hose connected to the pump (pump is usually located at the bottom
and towards the back of the washing machine).
If the drain line isn't clogged, you may have a problem with the
water pump such as a frozen pulley or a broken impeller. If that's
the case replace the water pump. Note: if you have a belt driven
washer, check the belt(s) for cracks, as this would be a perfect
time to replace the belt(s) if needed.
Timer is defective. Your unit has a netural drain. When finished agitating, the shuts down and then starts up reversing to drain and spin. On the initial reverse start, the water drains without the transmission spinning. After a timed period 3-4 minutes, the timer is supposed to pause, stopping the motor for a few seconds. When the motor stops again, the transmission shift to the spin cycle and when the timer resumes power tothe motor it should spin. You are doing the same thing when you lift the lid...stopping the timer and then the tranny shifts and when you set the lid down, the washer spins. Replace the timer.......
don't suspect yet for the belt! if the motor runs then the belt could be the problem but not exactly! you could tighten the belt by adjustments of some components.
for the drain, make sure that the drain hose is placed down. try to look for connection for the drain knob going to the drain outlet. it could just be a cut/broken line!
notice also if there is a leak (water) on the bottom of the washer spinner. if it has, then the water seal has worn out causing slipping and poor spinning!
