SOURCE: Poor Picture Quality on Philips 42PFL7962D
Get the professional, although this won't be an expensive fix... You likely have one or more caps in the vertical circuit that are going bad... A cap acts like a battery in a circuit taking on voltage and releasing it at an even rate. When they go bad their ESR (equivilent series resistance) rises and the cap takes longer to reach it's op temp and work properly...
A tech with an ESR meter will easily find and repair this one...
no other issues only a minor problem..

Hello wisportsfan2,
Try the following first:
If you are using a direct cable connection from the wall outlet;
If you are using a coaxial connection from the Cable or Satellite box to the TV;
If you are using a video connection (CVBS, S-Video, YPbPr, HDMI) from the source (DVD, Cable or Satellite box) to the TV;
If you are using an
HDMI connection from the source (DVD, Cable or Satellite box) to the TV;
If you are sure you have selected the correct input or channel but still have no picture and sound;
You can try the "Whack" method first though..Just smack or whack the
set with your hand or fist around the cabinet
to see if that will either aggravate or restore the picture. If so, it
means there is a loose connection or cold solder joint of some kind,
which you may be able to repair yourself if you have the soldering
skills.
If it still does not work, it looks like there is a problem with the vertical blanking due to faulty ribbon connectors, although there are several things that can cause it.
But in my honest opinion, it is best to
have an expert technician come in and do some tests on it in order to
diagnose the root cause of the issue. It is not
easy to fix this yourself, if you have no experience, as there are a lot
of parts that have to be removed before you can reach the components. It could
be as simple as a loose connector ribbon or a bust capacitor, but it could also be more
complicated. Hence, in my honest opinion, better get a qualified technician.

Check the inverter on the sides of the TV. This sounds like the inverter is going bad and that's the reason why you have sound but not picture.
