You say the belt is not broken and the roller does not spin. Does the motor that spins the belt turn. If the belt does not spin and the little drive motor spins then you will burn the belt out. Try to turn the roller by hand. Could be plugged up with dirt and the roller seized. The little drive motor could be burnt out. Take all hoses and areas out that any dirt could be in. No suction means something is plugged. Even your main suction hose could be plugged.

I think you mean it's an 8955, Riccar has not had a 8995 model. If there is no suction in the hose it has to have something clogging it. Open the little round opening on the back of the vacuum where the hose attaches to see if you have suction there.

Very little suction at the source, inlets, or at he hose?
Your answer will vary depending where the power loss is felt; most likely something clogged in the hose or one of the inlet pipes.

You have a clog, or the belt needs to be replaced.

Check the hose for a blockage. If you remove the hose, if there is suction at the point where the hose hooks to the back of the vac, then the hose is clogged. If no suction there, check filters, make sure they are clean.

The wet and dry vaccuums should normally have the dust filter removed when used for wet work. If the filter was left in, it will certainly be clogged and useless. I would suggest trying the unit with no filter, just to check there is good suction. If there is, a replacement filter is required. If there is still little or no suction, then it is possible that there is a blockage within the impeller area somewhere. Wet dust/dirt tends to stick really well to the impeller blades, reducing their efficiency to point of almost no suction. I'm not sure if you can get that far into your unit, if you can, it would be worth using a stiff brush to remove and adhered debris.
