First, uninstall Macromedia Flash 8 confirm your version of IE8 is 32 bit, as Flash only works properly with IE 32bit
If your version of IE8 is 64bit, you have to download the 32bit version from MS site. uninstall IE and install IE 32 bit,

get the vista 32bit drivers for it,ive come across the same problem a few times with 7 on outdated hardware and for me the vista drivers just worked as well

Hi there There are major issues with IE8 at thus moment, IE8 doesn't support flash.ocx files. uninstall IE8 and go back to IE7 and update it straight away, alternatively use Mozilla Firefox 3.0
