Hello ,
Because the iPAQ is not booting up you wont be able to back up any data .
You can uninstall and re-install the Active Sync 4.5 from
www.hp.com . Try synchronising . No go then try updating BIOS from the same link
www.hp.com. If unable to do so please reply back with the iPAQ serial number (s/n) and product number (p/n).
Or first do a Soft Reset ( will not wipe off data ) by clicking on the link below :

If still no go then go to Hard / Clean reset as in second part of teh above link. It will wipe off the entire data though.
Still no go , please refer to the nearest authorised service centre .
