Upon attempting a myriad of ways to fix the screen, i by chance just dragged the arrow of the mouse from the right hand side of the google screen and it kept enlarging as i kept dragging it.To my surprise, when i let go the screen remained full size as it should and still remains that way.

Broken apple g4 laptop lcd

Go on e-bay and buy you a new screen or a good used screen for cheap and do the replacement yourself. The process is really quite painless. Go to ifixit for the instructions or you can go on you tube and watch the videos.

My iBook G4 will not turn on though it has a full battery & is connected to a plug socket also..

There are several models of iBook G4. The following sequence applies to the "14-inch Early 2004."
Remove all peripheral cables. Remove the battery. Reset the power manager by pressing the key combination Control-Option-Shift-
power. Then plug the iBook into AC power and attempt to start it with the power key.
If this procedure does not being it back, invasive diagnostics are required, in which case you should being it to an Apple-Certified tech for repair.

While is was searching on the internet my iBook G4 locked up. I tried to reboot and it locked up again. I tried to reinstall OSX but during the install it locked up. I replaced the memory and hard drive...

Dude, if you have all the current updates for your OS and applications, then you got a logic board issue. Especially if you you keep seeing the spinning beach ball of death or the dreaded white screen of death.
The iBook G4 is the poster child for logic board defects, because it has to do with the way the circuit boards were flowed.  Apple won't fix this for the iBook G4.  You got to do a big class action lawsuit like they did with the iBook G3 before they will replace the logic board.
Best bet is to sell this thing on e-bay as a non-working unit and get you a better laptop.

IBook G4 will not come on

You should be able to sucessfully boot from the original installation CD. If not, there is another problem with the computer. The iBook G4's are known to have logic board problems, which could very well be causing this problem. The logic board problem is very costly to fix. Over $300. There are solutions that you can do yourself online. I did this on my iBook and it continued working. Let me know and I'll send you a link to repair this yourself.

I turn on my mac and only this small folder icon appears in the middle of the screen

The face is probably frowning.  The computer cannot find the operating system.  Use a utility disk to boot up the computer and then use First Aid or Disk Utility to check the disk.  You may have to re-install the operating system.  This can be done without losing your files if done correctly.  Seek help from an Apple repair facility if you are in doubt about how to do it.

My iBook G4 continues to run slowly and/or freeze

Try resetting the PRAM by turning on the iBook then holding option + command + P + R and wait till u hear another chime. If it still freezes, it may indicate an application may be causing it to lock up hold shift after you hear the chime to boot OS X into safe boot.
