To find out what is going on your going to need to measure the power supply voltages and PSON voltage, start with the 5 volt supply if that is normal then test the PSON voltage it should either be 3 to 5 volt and go to about 1 volt or be close to 1 volt and go to 3 to 5 when you push the power button, if you see that change then test the other voltages. if they are all ok the power board is working ok, Be very careful around the power supply, if your not familiar with testing high DC voltage then take it in and have it repaired as the hot side voltage gets close to 400 volts on some sets.

you are missing the voltage supply here to get an definitive answer
for 240 volts drawing 4.8 amps the required wattage is 1152
for 120 volts the wattage is 576 watts
for 120 volts with a current of 900 watts , it equates to 7.5 amps
with 240 volts with a current of 1150 watts , it equates to 4.79 amps
so you can see the problem by not stating the supply voltage
get access to an cable clamp amp meter / watt meter from an electrician and read the current on starting the ac unit
if it exceeds 900 watts for 120 volts or 1150 for 240 volts , consider a bigger generator

1. You possibly will need to replace the power supply.
Hard to determine here with out physically seeing the PC but I 'm 90% sure it is the power supply not supplying proper voltage to the system board and hard drive. You will need a tech to check the voltage at the mother board inputs. You should have -12,+12,-5,+5 at key socket points

My charger won't charge. Computer detects plugged in but no charge

This is usually caused by an old or defective battery or possibly the power supply is a few volts too low to activate the charge indicator. It might be charging but not letting you know.
Try to run it off battery for a while (look at the battery life) and then plug it back to for a while then unplug it again to see if the battery life if higher than before.
To check the power supply you will need a volt meter that can read at least 20 vdc (most power supplies are 19 vdc). Put one lead of the meter on the inside of the plug that goes into the computer and the other pin on the outer silver part while the power supply is plugged into the wall outlet. You should read close to what the Output Voltage on the power supply says which should be on the sticker on the back or side of the black box part of the power supply.

No power and no video

Get a replacement power supply online. Make sure you order the correct power supply for your computer.

Check the power supply first if you are not sure that is the problem. Plug the power supply in and then use a volt ohm meter to check the voltage. The cylinder end which plugs into the computer has two leads, the outside of the metal tube is one and the center metal section is the other. put one lead from the Volt Ohm meter on each and make sure you have set the meter to direct voltage. If you do not get the voltage specified on the transformer in the connection, it is bad and needs to be replaced.
