BAD MOTOR PERHAPS

You must figure out why it's doing that, before any fix can be given. Is it really iron, or is it merely mild steel coated to look like iron? Mild steel has a lot of flex inherent in it. How long is the gate, the unsupported portion? Check the post near the gate with a level, it may just be giving a bit as temps vary. Without seeing the gate, it's very difficult to diagnose.

You need to go back to the hinges. The is a house near me that has a gated drive that rises sharply from the road. Needless to say a normal hinge system would only allow the gate an opening of a few inches. The hinges on the gate allow all the movement required, it is your problem in reverse, but the answer is the same. That is where you need to get your ironmonger to look.

Normally, there is no conversion needed between linear feet and regular feet. Linear feet is just simply stating "1100 feet in a straight line". Etrix_new is exactly right, we would need to see if the fence would be laid in a straight line, or if there would be turns and different heights. It sounds like a good summer project. That yard might take some work. The first thing you will want to do is clear out the wildlife (including neighbors) and rebuild the fence. I suggest digging a trench and have the fence go a foot or two into the ground to prevent the animals from coming back underground. After that, the bushes will need to pulled out and grass can be planted. I wish you luck!

Have you tried talking with the neighbors?
You could get a local welder to tack something to the bottom of that gate so it won't have room for them to crawl under, if that will not impede its swing. Should be quick and simple, for the right person.
There is a product sold at pet stores that prevents dogs from licking their wounds and so forth, that could be sprayed in areas where they dig or intrude into your property. It is apparantly offensive to dogs. The one we use has rosemary in it. (Maybe you could get a big bag of rosemary and boil it and spray it with a pump sprayer along your property line.)
It's a little unorthodox, but when I used to live in the country, I would mark my territory by going out in the evening and peeing around the edges of the yard, on protruding bushes and so forth. We had no fences at all. And while this may seem like stooping to their level, it sends an unmistakable message to the other dogs that your yard is not their territory. They may still argue the point, but if you are consistent they will get the message.
Seems like the barbed wire might be a cause of future conflict, in the event that someone or some pet were injured.
You might also google "dog territory" and read a bit. You have to communicate to them to get them to stop. There's a story about a guy whose feet were tender from walking on the hot sand and sharp rocks, and had an idea to cover the whole earth with leather.
