yes it could be, although the hdd wouldnt work either, unplug the 21 pin connector from the power supply unit that is connected to the motherboard power connector and see if the plastic plug has melted into the socket, if you cant pull it out theres a good chance it has.

I'd have to agree; bad power regulator on the motherboard.
The board is getting some power (3-5v) since the CPU fans move, but it's not getting the 12v it needs to power the processor, RAM, etc. (No onboard power LED). Sorry for the bad news!
