Basically, you remove the cartridge and developer all at once, then remove the waste toner bottle, then push the grey tab in to release the drum cartridge (be very, very careful in removing and putting back in. Any scratches on the drum and you will enjoy black spots permanently on printouts).
On the right side of the grey charger section is a tab you can use to release it. Do this, then put the drum away in a light tight back to prevent damage to it.
The reason why this Kyocera printer doesn't have the primary charger wire cleaner is because it did away with it. It now charges via a black fuzzy looking roller on top which is like the secondary corona charger wire, which then applies it to a roller, which then applies it to the drum. I think this is nice since it should prevent printer quality problems better since there is nowhere for oxidation to really collect. But, OTOH, it does happen anyhow.
I cleaned mine off and the streaks disappeared. I used a non amonia based cleaner to help, since I didn't find any dust on it to begin with. Whatever you choose, do not get your fingers on it, or it will put oil onto the rollers and that will make it worse.

The 7410 is a drum installation error code. This is typically caused when the waste bin is replaced. Open the left door and push on the drum unit just above the waste bin, usualy a click will be heard when pushing it in. Then power cycle the printer. This should fix the error message.
