The one for my RCA Tru Flat was 0002 (note the extra zero) they are listed on the site with three digits, but four digits are required - start with an extra zero.
Turn on the TV with the remote - Click the menu button on the remote - Go to "Preferences" - Go to blah blah Lock - It will be set to "On" - Push the right arrow to set it to off. leave the menu.
Now you can turn your TV off and on again and use it.

SOLUTION -
Get a universal remote - I have a Phillips Universal Remote - There is a list of codes at http://www.universal-remote.net/philipsmagnavox.html.

Re:
Take the remote and turn the set on. With FPA (Front Panel Access, or Child Lock) on, the set will only turn on with the remote. Enter the menu, navigate to the page with FPA and set it to OFF.

FPA stands for Front Panel Lock. It makes it so kids don't push all the buttons on the front of your TV. The power button on the TV will still work and the remote will still function as normal.
here is my solution. somebody either needs to give me a solution without a remote or fuckin mail me a remote. and if i ever run into these RCA dipshits, ima beat some ***** *** for puttin the damn lock on there in the first place.

I have a 20f511t RCA Tru Flat with FPA lock on, using an universal GE remote press setup, then menu, channel down to preferences, press enter, channel down to FPA LOCK, volume up to change to on or off, press menu to remove, all shoud work now
Unfortunately a remote is required to disable the Front Panel Lockout. This is to prevent children from circumventing some Parental controls. It is possible however to access the Lockout with a universal remote, which can be purchased from places like CVS, Walgreens, Kmart, etc. usually for under $20.00. If you already have a universal remote laying around it may be just what your looking for. Please let me know if you need any further help.
If the front panel lock is on, you will need a working original remote (or a universal remote properly programmed for RCA) to turn the set on. The IR receiver is next to the buttons on the fromt but the RCA IR receivers are very reliable, and I have yet to see a bad one in a modern RCA TV. Once you turn the set on by remote, you can enter the menu and turn the FPA off.
After doing a little research, it looke like the front panel lock , can only be removed from the parental control menu using your remote. If your universal remote does not get you into the menu, see if you can borrow a friends rca remote long enough to get you into your menu & remove the fpa.
