Will not power up with panelswitch or remote

I've joined your site and have searched for a way to post a new problem for "Proscan Rear Projection TV PS 80690 Chassis CTC188" and am unable to find the place to click for it perhaps I am Blind but it seems the only place i find Post problem is under a model already posted please help me thanks Jer My problem is similar to other models Was watching went into other room came back TV off Asked Wife if she shut it down she didn't tried to power it on and it seemed to try to power up LEDs on guns came on and off 3 times then off unplugged for an hour then tried again same result bypassed surge suppressor same result. Consulted service manual downloaded from net says if power requirements aren't met then this is the result. TV is ging on 12 but still had full bright picture with minor convergence issues in corners. So i'de like to attempt repairs as treplacing an 80 inch TV today is at expensive least, unless I go for front projection. I worked for a TV repairman for a couple of years when I was 16 (50 now) and replaced flybacks, coils, transistors, capacitors, resistors, etc. I have repaired many devices by redoing broken solder connections etc. but I have been repairing and building computers since '93 thief took my scope and signal gen. Still have electrinic VOM with cap and trans checker. So i'd like to get a hold of some sort of flow chart to trace the problem. Sams doesn't list this model, the books i've looked at are too general, and Thomson Projection TV Basic Service Data manual I downloadedfor ctc188 has none, checked HOT it's fine, tried powering up with less voltage 80vac no go cannot check voltages listed in service manual without power, it's not the fuse. please advise
