When you double-click the icon does anything happen? see if a process in your task manager called "msimn.exe" is running, if it is, end that process and try Outlook Express again.
(that is the process name of Outlook Express).
if that still doesn't help and you have XP, go to START -> RUN and type this:
sfc /scannow
That is the file checker in Windows .. just follow along the prompts and reboot when it's done.
