Let's start with the obvious. batteries good? base plugged in and have power? sender and receiver have direct line of sight? I know this sounds simple, but if any of these is not working, the whole chain will not work so make sure!

I have had several technicians at my parents house they have a sanyo pdp42xr9da with remote rcj17oa the remote dosent talk to tv we have had the tv for two years it did work but now dosent please suggest...

Most of the fault in this kind of symptoms is the remote control itself.
To confirm it, aim directly the remote control to your cellphone camera and press any button key at the remote control. While pressing the button key, you will be able to see the flash of the infrared indicating that the remote control is working fine. If you can't see the flash of the infrared this is an indication that the remote control is already faulty.

Remote control

If you've confirmed that the remote control is working fine, then the fault came from the infrared receiver(sensor) of your tv. It needs to check by the qualified technician to isolate the problem.
Feel free to ask question of you need further assistance.
