This is the diversion solenoid. Water from the pump is sent to either the drain or back up to the nozzles. It has something in it which is holding it partly open. It may be possible to clean it.

If you've checked everything, you will need to replace the impeller possibly.

Water does not get pumped out of dishwasher

I have had this problem a few times. For me all I had to do was unscrew the vent/overshow knob on the sink and clean out the vent. Because the vent is clogged, it does not allow the water to flow out. Clean out the debri and screw the vent cap back on- should work fine.
