The problem with getting hot water to today's modern washers is really an old problem. In the days of the old top loader that used 20-25 gallons per load, hot water washing was fine. Today's washers only use 4-8 gallons of water. And they bring the water in not in one spurt, but often in short, cyclic bursts while tumbling the clothes to get them uniformly wet. The problem is in the water lines themselves. Water lines are typically uninsulated, and the water between the hot water heater and the washer will cool rapidly when sitting still, especially if the water lines run in a concrete slab or in a crawl space under a house. If may take 2-3 gallons of water before the water gets really hot. Add to that the fact that we have been conditioned to turn our water heaters down to 120F or less and you'll find that HOT water in the washer is barely tepid. Use of a tankless hot water heater at the washer is the best solution, but can be costly to install.
I had same problem today. It was just a tube disconnected from the water level sensor. Raise the top of the washer and look on the left side of the tub. There should be a plastic tube running from the water level sensor to the control panel. Make sure it is connected. If not simple reconnect the tube and you should be good to go.
