Hi, Is the Freezer still cold? If so either the Fan (In back of freezer-Remove rear panel) is not working or the vent between freezer and fridge is close (side panel between freezer and fridge) Check either of those should be able to pick which is not working
Your fridge is simply not defrosting itself or moving air off the freezer coil. Try defrosting it and make sure the fan is operating. If the brains have been replaced already i do not think you should have to deal with them again unless consumer reports suggest otherwise.
Most likely, if you can hear the compressor running, the fan inside the freezer is not working. When the compressor is running, open the freezer and listen for the fan running. If you don't hear it, locate it and, with a voltmeter, test for voltage across the terminals. If you have voltage present, replace the fan. You can buy replacement fans at a local appliance parts store, internet parts suppliers, even ebay.
You can use a hairdryer on the frozen parts.
