Replace the key pad it will work

SOUNDS LIKE A BAD TOUCH PAD THINKING YOUR PRESSING EITHER THE 1-3 PADS, IT WONT TAKE OTHER PROGRAMING CAUSE IT THINKS YOUR PRESSING THE 1-3 PADS. REPLACE TOUCH PAD

Sounds like a replacement control panel will be required. They do fail and usually are not a serviceable part.
Call an engineer for fitting.

Steam got into key pay. Sometimes it will dry out. Take key pad apart and try to dry with a hair dryer, not to hot, you just want to blow condensation out of it. If this does not work, key pad needs to be replaced. The problem is they cost as much as a new microwave.

If the display is coming, the problem may be with your keypad. Try to replace the key pad

HI, the key pad or, touch pad is defective. you will need to replace it asap if possible.

These key pads run about 130 dollars tops. contact Panasonic for this part.

Take the housing cover off and check the little cylinder glass on-board fuse.

Your Control Key Pad is a circuit with each function and button a switch. The pad on your TV Remote, and Telephone is no different. The Key Pad is failing, It will only get worse. Determine if you can replace the Touch (Key) Pad. Not the Control Circuit, just the Touch Pad. Sometimes you can get it seperate. It connects by a Flex Cable to the Control Circuit.

check high voltage section, check magneatron, diodes, etc.
