What I would do is get a set top box that can supply a signal to the recorder. You can still set timer records, but instead of selecting a channel number set the AV that the box is connected to. Also make certain the PDC control is set to off.

You have done and just about checked everything you can. You might want to check out the power supply components for bad swollen, leaky caps that may be affecting voltage levels and the operation of various boards on unit. Otherwise you might just have to get one on the cheap via ebay, garage sales, etc. Hate getting rid of stuff that is almost in mint condition but is not working - I'm running outta room!
VCRs use Channel three or Four to watch the tape. It is better if you use the video out on the VCR to go IN to the TV video In on a modern TV. For record, the VCR cannot see Digital TV. You must connect the Digital TV box or satellite box Video Out to the Video In on the VCR.
Video head needs thorough cleaning. If no head cleaner, then run a few long tapes through it in the fast scan mode since the tape itself is abrasive and will over time remove debris from the heads. If that does not do it, try a chemical cleaner to dissolve the material.
make sure camera has this function first,Easy way to check is to see if top of camera has a record botton where play,ff,rew,stop are..Put camera in VTR mode then hok up cable to tv ..if no signal is comming thru,, check on camera menu for this function..LINE IN
