That happened to me and my htc touch hd the other day. I tuned it off, pulled the battery out and let it dry out completely. The touch screen didn't work until a few hours later. However when water happens to an electronic device it usually will need to be replaced. Just cross your fingers and hope for the best.
You may just need to do a hard reset. Power off the phone and remove the battery. Wait a few seconds and reinstall battery and turn on the phone. If that does not work then you have a hardware issue and the phone needs to be switched out for a new one.
Do a hard reset by holding down the power button for a few second and powering down. If that is not an option, remove the back covering and take out the batter for a few seconds. After a few second, replace the battery, and power up the phone. You should be able to type what you need provided you have your lock code if the phone is locked by your pass code. If it is locked by your pass code and you do not remember it, then you will have to contact your service provider.
With the phone screen showing, press the red button at the right-hand side and hold it for about two seconds. The Centro should display a "Welcome" screen, then after a few seconds the phone screen should reappear with the carrier name at the upper left instead of "Phone Off". Each time you press and hold the red button the phone switch on/off..
Disconnect the USB cable from the iPhone or iPod touch, but leave the other end of the cable connected to your computer's USB port.
Power off the device (Press and hold the Sleep/Wake button for a few seconds until the red slider appears, then slide the slider. Wait for the the iPhone or iPod touch to turn off.
Press and hold the Home button while reconnecting the USB cable to iPhone. When you reconnect the USB to iPhone, the device should then power on.
Note: If you see the message "Charging... Please Wait" or you see the screen pictured below, let the device charge for at least 10 minutes to ensure the battery has some charge and then start with step 2 again.
Continue holding the Home button while iPhone starts up. While starting up, you will see the Apple logo.
When you see "Connect to iTunes" on the screen, you can release the Home button and iTunes will display the recovery mode message: now restore the ipod and it will be done.
If your iphonw was jailbroken earlier, you will need to jailbreak it again...
