Since the clock flickers, I would investigate the receptacle you have it plugged into as it or the circuit may be intermittent. This COULD even be a fire hazard. If the receptacle uses those push in wiring, get rid of it and replace with one using screw terminals.

The clock display flickers (digital) constantly and you can't tell what the clock or the timer is set too.
