This washer has an upper and lower agitator. The lower one still has plenty of power and movement, but the upper one no longer engages. It seems as if it might be loose or a clutch drive no longer works. Interestingly, if I pull lightly to the side on the top, the top agitator engages again.

No very likely it will not be a problem with the capiciator,what it does is gives the motor a extra jolt of power when it first starts to get the motor running,so if the motor runs the cap. is working normally. Since it does spin yet wont agitate the problem is very likely going to the transmission. HOWEVER FIRSTLY THOUGH I HAVE A QUESTION; is both the upper barrel of the agitator AND the lower paddles not agaitating or is just the upper portion notturning while the lower paddles work??
If both the upper and lower section aren't moving the problem will probable be the tranmission
IF JUST THE UPPER PORTION ISN'T WORKING the problem will be the part called the agitator dogs, thats a fairly common problem with the dogs to be worn out and just the upper part of agitator not working....this tip i wrote will show ya how to replace the dogs if that is what turns out to be the problem. http://www1.fixya.com/support/r10294924-top_part_agatator_isnt_turning_top_load
If only the top portion of the agitator doesn't move , then it has bad agitator dogs . If the lower portion doesn't move , then the washer has a bad coupling which connects the motor to the transmission . Both are relatively easy to replace .
This is a simple procedure. Just follow these steps:
1. Remove the center post cap or fabric softener dispenser (if equipped) from the agitator by gently prying it off.
2. Under the center post cap locate the air gap plastic cap (if equipped) and remove.
3. Remove the center bolt of the agitator.You will have either a 7/16” hex bolt or a recessed square plastic nut.If you have the square recessed type, use a 3/8” to ½” ratchet adapter to remove.
4. Remove the upper portion of the agitator (called the "auger") by lifting straght up.
5. Remove the lower portion of the agititator by grasping the lower flanges near the bottom of the wash tub and pulling straight up.
This will expose the transmission shaft and anything that may be lodged under the agitator.
Reassemble in the reverse order of the instructions I provided. NOTE: Make sure you only tighten the agitator bolt until it is snug. Do not overtighten as this can break the agitator or restrict its movement.

The purpose of the upper portion of the agitator is to push the clothes in a downward motion. As the agitator moves the dogs grab and on the backward srtroke the top portion rotates a quarter turn. In the spin mose the agitator only goes in one direction or your clothes would be torn to shreads.As the washer rotates back and forth, the dogs grab the inner walls of
the upper agitator and that forces the clothes into a downward movement
to the bottom of the tub. These dogs will wear out. To test whether or
not these are bad just grab the agitator while in wash mode. The dogs
should advance the top portion easily. If not then they are worn out.
To replace them you must remove the agitator and sit it on the floor.
Hold the base down with your feet and yank the top upwards. After
seperating the 2 pieces you simply install the new dogs and line up the
bottom with the top being careful not to break the little tabs on the
bottom agitator that hold the top in place.
replace the dogs in the top portion of the agaitator, the agaitator top comes off and you will see the four dogs part number is 285707 about 3-5 dollars
Your agitator dogs are worn out. Remove the agitator and seperate the upper section from the lower section. There are 4 small teardrop shaped pieces that are the agitator dogs. They have either come apart over time or at least the teeth have worn off them.
