since netbooks and EEE PC does not have optical drivers, your option is to use an external USB CD or DVD drive to install the software using the CD that came with the camera, or you can look on the website of your camera manufacturer for a downloadable version of the software that you can install on the EEE PC.
Try to connect your camera after switching on the pc and go to add hardware\software where you need to install the software for your logitech camera or run the cd of your camera from cd rom and it will work after installing the software.Dont forget to restart your pc after installing the software.
