maybe the one you downloaded was corrupted, try and install another browser eg. firefox and see if it is installed properly

I need to install the deskjest F4140 all-in-one printer, but I dont have the CD. When I try to install it from the web but it keeps timing out.

does it says request time out? It could have something to do with the downloading capability of you internet connections.

what browser are you using to download the file?is it internet explorer?it usually does not have issues with IE 7 and IE 8.Sometimes there are errors in IE 9 version specially Beta Versions.

If thats the case try using different browser like Google Chrome or Mozilla Firefox.

If still cant go through, try downloading it from your friends internet and PC.Check with your ISP why you cannot download a file

or

call HP they are still selling cd installer for this model

Internet explorer encountered correpted

Uninstall your internet explorer then reinstall again. this will fix the corrupted files.

How to uninstall? for Windows user
1. Go to Start.click Control Panel
2. Go to Add / Remove Program
3. Remove the internet explorer.

Install again. Internet Explorer 8 is recommended.
1. Download first the version of Internet Explorer compatible with your operating system
IE 8 for WinXP
IE 8 for WinXP-32,
IE 8 for WindowsVista,
IE 8 for WindowsVista-64

2. After downloading, run in your pc to install

Can't download

Downgrade to IE 7. Also try using another browser. Such as the Google Chrome. Other wise try downloading the Internet Download Manager.

Uninstall the IE 8. From Control Panel > Add/Remove Programs.

REinstall the IE 7 From Contol Panel > Add/Remove Programs > Add or remove Windows Components > Check the IE box. Click next and install.

Ie wont open

your ie is an add on to your installer...every windows system installer have ie ready on it...you can try downloading a new ie installer and reinstall it to our computer...it will fix your problem.. here is the site of the latest ie explorer..
