SOURCE: Missing a screw!

Hi Jonathan.
You can get the part you need (QB-4W) off the web. The part doesn't have a wheel, it's called a quick release plate. It's going to cost about 12. usd. Here is just one site you can find it.

Hope this helps.

I need a quick release and can't seem to find one

Try www.TripodQuickRelease.com for that part. They have a wide section of quick releases and support more brands than any other web site I've seen.

Not sure if this one works with your model exactly(doesn't have the "se" in the model number) but worth a try.

I need to get a new quick release mount for my VPT-360 tripod. Where can I get a hold of one?

Try www.TripodQuickRelease.com for that part. There is listed the widest selection of quick releases and support more brands than any other web site I've seen. Because your tripod is not supported by the manufacturer; parts lists and pars are not available, you should measure the opening and see what other brand quick releases will work paying attention to the shape and locking mechanism. Otherwise just get another tripod.
