try inserting a bootable dvd and on restarting boot from the dvd.reove all the previous components from the system by formatting it and install fresh version of windows.

Try to check if the lock icon on the system preference is locked. If it is make sure that you unlock it with the use of the administrator password.

you have to get into the master files .
when your computer has just been turned on , keep pressing the delete key and the master files should come on . you then have to search for the password window and delete or turn OFF password to enable the PC to load . once finished , exit the master files and reboot your PC .
