The following comes up when I start my PC. c:programfilesHP\HPOfficejetPro8600\bin\HPStatusBL.dll. How can I stop this message from appearing when I start my PC

This is probably a remnant of an old driver or installation.
You can uninstall "ALL" HP office jet drivers and reinstall the new correct drivers or remove the request from start-up.
To remove the DLL (Dynamic link library) from start-up;
1. In Windows, search for and open Task Manager. (right click the task bar)
2. Click More Details, and then select the Startup tab.
3. Look for an entry that mentions ink levels (possibly "Monitor ink alerts" or similar) and select it.
4. Click Disable.

Internet explorer task bar missing

Try pressing the left Alt key alone. Does the menu bar appear?
Try right-clicking the area where the menu bar is supposed to be. Try different spots around the upper part of the window, eventually you should see in the context menu an option to turn on the menu bar.

Can't show task bar in window 98

you could try fixing it through registry

note: before thinkering with the registry make sure to backup your important file a do a full backup of your system registry.

click on Start>Run

and type:

regedit

when registry editor appeared...right click on My Computer(on the right panel)and choose export(this will save a backup copy of your registry) and save it...

now..look for the fallowing registry key and delete it:

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\StuckRects

When you restart Windows, the taskbar is automatically recreated.

hope this helps...
