When i power it up, the fan won't stop and wont boot up OS but keeps running so fast.

If the computer case, or Processor fan is noisy, it is due to the bearings are bad. The bearings are worn, and this allows the fan hub beneath the fan blades, to rub.
(If you gently rock the fan by lifting up on one side, and there is a perceptible amount of play, the bearings are bad)
Suggest you replace it.
For a case fan, just measure the dimensions of the fan's outside case.
Measure the Height and Length, plus the Width, (Thickness).
Look at the connector on the end of the fan's cable.
Most fan sizes are shown in Millimeters. (mm) If you are not familiar with the metric system, you can go online, and use a free Millimeters to Inches Converter.
Examples:
1) 80mm = 3.14960 inches. Slightly over 3- 1/8th inches
2) 92mm = 3.62204 inches. Slightly under 3- 5/8ths inches
3) 120mm = 4.72440 inches. Slightly under 4- 3/4ths inches
4) 130mm = 5.11811 inches. Slightly under 5- 1/8th inches
See if it is a 2 pin connector, 3 pin connector, or 4 pin connector, on the end of the fan's cable.
(Fans operate on DC electricity. Just like the rest of the computer. DC is a Positive connection, and a Negative connection.
For a connector with 2 pins, that is all that is hooked up. Just power to the fan.
For a connector with 3 pins, the third pin is for the computer, to show what RPM's the fan is spinning at. {Revolutions per Minute}
For a connector with 4 pins, the fourth pin is a sensor connection.
The computer will speed up, or slow down the fan, according to what RPM is needed)
For a Processor fan the connection should be matched also.
When looking for a replacement Processor fan, it is the processor socket that the processor sits in, that you should look for.
You didn't state the full Model Number, such as AST135-US3104, or AST135-US3303, (It's on the back of the computer next to the Windows Product Key)
The two above models have an AMD Sempron processor.
They use a Socket 754.
(AMD Sempron 3100+, and AMD Sempron 3300+.
The AMD Sempron 3000+ that operates at 1.8Ghz, could be a Palermo Core that uses a Socket 754, or the model that uses a Socket 939)

Fan spinning hard is usually a CPU issue.
If you've made any hardware changes to your computer, undo them.
This happened to me when I was trying to upgrade my Processor (CPU) and I had the wrong kind.

hi...you can try to factory reset it if you have an authentic version of windows, by restarting your computer and pressing F8 as it starts, would advise backing up all your files however before doing this
