I can't say that I've ever seen this, all the drivers you need are on the support.dell.com site.

Can't connect to internet after reinstalling window-inspiron 8600

Use a computer that is connected to the Internet, then download and copy the drivers on to a CD or USB menory stick and install them on your computer.

You can download the drivers from Dell WEB site, the support download page. Make sure you select your model laptop, better still, type in the Service Tag number, it is printed on the label on the bottom of the laptop. This will open the page where the specific drivers for your model laptop are located. Also make sure you select the Windows XP or Vista version of the drivers for your Windows operating system. VIDEO ACCELERATOR NOT DETECTED

Sounds very much like a video driver issue. Most likely from the aspect that the video driver MAY not have compatibility with your reinstalled o/s. Look for the video driver option, under system then hardware configuration. You MAY need to remove that video from the list, then have the Plug and Play reinstall it. The driver is perhaps on the accessories disk you should have with your Dell.
