If you were able to post this question online from the computer in question, you have internet access. If this was posted from another computer, you don't have access at all so contact your internet provider. If it was posted from that computer, a trip to the store for it to be checked for corruption and/or viruses/malware is recommended. If you want someone to remotely access your computer to help, internet access is necessary so you need to determine that first.
open internet explorer click on tools then goto internet options
then click the advanced tab go down to the reset button and reset internet explorer to the defaults.
then after that is completed close internet explorer and reopen internet explorer and see if the web page comes up.
Try to check if the connection you have from the internet is suffecient to load a page in your browser.Cause sometimes the reason why the page cannot display is because of a slow and insuffecient internet connections
Then if it has a suffecient connection then try to open the browser options and try to see the security or the privacy options and try to see the cookies if it is enable.
