Did you clean out the carburetor jet? It is the brass screw that holds the bowl on the carburetor. Use a piece of wire and some carb cleaner to clean it out. Do not use a drill to clean it out!

I can give you Briggs and Stratton figures for valve clearances of an engine this size. You may have to experiment a little till it runs right. ...you can adjust the intake valve (when it is closed) while the exhaust is open and adjust the exhaust valve (when it is closed) while the intake is open if you can tell...or ya can adjust them when the piston is at TDC on compression stroke (both valves closed). Intake: .004"-.006" Exhaust .004"-.006" (Vertical crankshaft)....for horizontal crank .004"-.006" Intake.....Exhaust is .006"-.011" Hope this helps . Try removing the brass bolt that holds the float bowl on the carburetor and cleaning ALL the tiny holes in it. Use no metal objects on it as it is also the main jet of the carburetor. Carb/Choke Cleaner aerosol spray works well here. Pay close attention to real small holes near the top in the unthreaded portion of the bolt. Remember, no scraping with metal and no metal wires thru it.

After you have unbolted the carburetor, you will need to take a picture of the linkage before disconnecting so as to get the hook up right, you are going to have to work the linkage loose. The end of the linkage is made of two 90 degree bends, rotate the bottom up towards you and it should come off.
