I dropped my phone in some milk and now the touch screen doesn't work.

It is possible that the seeped liquid has damaged the circuit board as it will conduct in the circuit thereby damaging the circuit tracks and components.
So the only option is to remove the battery immediately , wash the board and brush off all residue and dry using a hair dryer.
Now we can hope that the phone works.

My brother sat a small cup of milk in front of the netbook and leaned over the netbook and the cup of milk and it spilled on top of the keys

When this happens, you should fully disassemble the netbook & thoroughly inspect its inside. Look for any traces of liquid on the circuit boards & on other components. On circuit boards, liquid damage appears in the form of whitish traces. These needs to be wiped off. This can be done using a tooth brush moistened with few drops of hand sanitizer liquid.
Check all internal connectors & make sure that no liquid seeped into them. Dry them if needed.
When you are done, re-assemble back the netbook.
If the liquid fell on the keyboard & you found out that the keyboard is no longer working, then you will have to replace the keyboard.

I dropped my treo pro in the toilet and got it out instantly and took out the battery and dry it. It worked fine but after a few mintues, the screen is just dark and won't light up. I can vaguely make out...

Even if it is a split second, liquid has a better than avaerage chance of getting to parts that liquid should never touch in electronics. If you turned in on after a few minutes and not putting in something to absorb the mositure for a day or two, better than a good patting down, it is possible that turning it on with liquid inside the phone could hace short circuited the display and/or other parts. Like I said, it does not take liquid long to get to areas you can not dry externally. It is possible that if there were more than water in the toliet, that it could hace left a reidue as well causing a short. Check with your cell phone store or repair shop for a diagnostic.

I dropped my phone in a cup of tea and it work but the on off doesnt work and i cant get it on again

Since you dropped it in a liquid, you gotta let it AIR out for about 1-2 hours then check your 'Battery' If a lil white sticker on the back of the battery changes color that means your phone is liquid damaged, if not then you gotta purchase a new keypad because the tea had seeped into it & ruined it.

My lg secret turns off

You could have possible liquid or shock damage done to your phone. If it has been dropped multiple times it could be suffereing from shock. It doesnt matter where you are or the time of day those issues are sort of sporadic and unpredictable. If the phone has liquid damage (sweat, moisture, steam, juice, oil, saliva, etc.), the motherboard could have been short circuited which leads to power cycling of your device. There should be a lithmus paper on your battery and your phone that should be white or white with purple or red x's on it. If the paper is red, pink, or purple you may have possible liquid damage. You may need to also test your battery to ensure it is not shorted or has a low SOC.
