There is a power ON signal failure from the main system control IC. Check the standby supply voltage for any short or absence. [5VDC]

Resolder the Vertical IC, it might help, or reflux it with a new lead solder. We experienced that. Somehow the vertical IC have some connection on AFC tuning.

This ia an old CRT TV, THERE IS NO POWER SUPPLY BOARD BY ITSELF that you can buy! I sure like to see this 'POWER SUPPLY BOARD' from TVPARTSANDMANUALS.COM!
The main board has power supply, controller, Flyback xformer, etc.
You need to do in-depth troubleshooting, check the H.O.T, Flyback xformer, caps, etc.

Possible there is a fault in soldering. Poor joints in the CRT base circuit of the CRT tube will result in poor connection after some use due to the fact the heating and cooling will detach off the leads. So use a good soldering iron to touch up all the points in your main board and the CRT board and it must work provided your tube is not faulty.
