I was able to find a link for a pdf version of the manual on this page: https://support.us.playstation.com/app/answers/detail/a_id/1203/kw/ps3%20keypad
This page might answer all of your questions but if you want to save a copy of the manual to your computer there is a link in the first paragraph under the blue bar that says "Click here to view the manual for the Wireless Keypad." After clicking it my browser opened a new tab that said "Terms and Conditions". I scrolled to the bottom and clicked on " I agree and wish to proceed" to get the full manual.

The lights of the wireless keypad keeps blinking and i cant get them to turn off

Check the receiver is turned off or on . If the receiver is kept on then the wireless keyboard will also keep blinking

Wireless ps3 keypad lights will not stop flashing and does not turn off

There's a little hole on the backside with a reset button inside. Find something the size of a toothpick to fit inside and push that button.
