Unplug the LCD panel from the main board and see if the light stays on.
If it does your panel is shorted, if it still blinks you could have a
short.
You'll need to check for shorts using an Ohm meter.
First, make sure you've replaced all the capacitors that are 220uf or
larger in the power supply and the inverter board of it's separate.
Measure the 5V and the 12V lines to ground. Do they measure shorted? If so, check the diodes and or regulators.
If not, check the inverter board (or the part of the board that runs the lights) to see if the transistors are shorted.
Also, check to see if any of the ceramic or mylar capacitors are cracked or overheated.
